Senior Budget Analyst 

This position has the potential to include a flexible/hybrid work arrangement.   

The Senior Budget Analyst is responsible for analyzing, planning, budgeting, and reporting for university operating and institutional business units. Duties to include, working closely with the VP/CFO to develop and implement the university business plans and related department budgets, working in consultation with all operating unit budget officers and leadership, completing monthly/quarterly budget and expense analysis and corrective actions, development/presentation of ad-hoc financial analysis and reports, and business case modeling and analysis for new programs and initiatives. The incumbent will also work closely with the VP for Academic Affairs and Deans to develop/analyze academic financial reports.

Essential Duties and Responsibilities

Financial Planning, Control and Analysis 

  • Semester/Term performance analysis and reporting, including actual vs budget for enrollment and credit hours by program, school, and academic level.
  • Semester/Term level revenue reporting, analysis, and projections for gross tuition/fees, financial aid, net tuition/fees.
  • Assist non-tuition revenue reporting analysis for all grant, fundraising, and other miscellaneous revenue sources.
  • Monthly Budget to Actual expense reporting and projections for all operating and intuitional business units.
  • Develop and present periodic financial analysis to President, CFO, and/or Senior Administration.
  • Serve as the business lead in analyzing the financial impact of new programs and organization initiatives, will be responsible for business case development and related financial analysis.

Business Planning and Budget Development 

  • Coordinate the development and management the university's budget calendar to align strategic planning with business planning and budgeting.
  • Assist CFO in the development of the university's 5-year business plan, including enrollment, credit hour estimates and related revenue projections
  • Assist CFO in the development of the departmental expense budget, including resource allocation by GL Code for fiscal year, and load into university accounting ledger.
  • Assist the VP for Academic Affairs and Deans in the annual budget process, including
  • staffing/compensation, adjunct faculty forecasting, and operating budgets.
  • Analyze and develop revenue and expense planning re-forecasts as needed.
  • Work with Institutional Research and IT to ensure Finance and Administration has accurate and timely

Other Job Functions 

  • Lead business case analysis for all new programs and initiatives.
  • Conduct internal financial and/or operational audits as requested, install financial controls as needed.
  • Assist CFO with annual Rating Agency and related debt compliance reporting.
  • Assist, with university's risk management processes as needed.

Education & Experience Requirements

  • BS/BA in Accounting, Finance, or Business-related field required; MBA degree desired.
  • Three (3) to Five (5) years of increasing experience in budgeting, financial planning and analysis, or similar financial discipline required.
  • Experience in higher education or academic environment desired.
  • Strong financial analysis and budgeting skills required
  • Demonstrated high level Microsoft Excel skills, including financial modeling, pivot tables, lookup tables will be essential.

  • Strong communication and interpersonal skills among a broad range of administrators, faculty, staff, and external contacts, including preparing and facilitating presentations to large and small groups.
  • Ability to work independently; Sound judgment and able to multi-task using exceptional organizational skills with proficient attention to detail.
